In "Revisor", Gogol satirically analyzes the characters and events, especially referring to the members of the state bureaucracy. At that time, the majority of the population lived in poverty, the large bureaucratic apparatus became more numerous and more and more corrupt, and in the provinces petty bourgeoisie and despotism reigned.

Through his satirical approach, Gogol brings to light the relations in society, specifically the alienation of the bureaucracy from the citizenry. This kind of bureaucracy, instead of serving the citizenry, actually represents a closed circle of people loyal to the government where the only criterion for advancement instead of ability is polity and family ties.
